B. Regan joined Rynearson, Suess, Schnurbusch & Champion as Of Counsel in April 2012 after a 20 year career as in-house counsel for the Missouri Highways and Transportation Commission (MoDOT), most recently serving as MoDOT’s Senior Litigation Counsel.

Mr. Regan is a trial lawyer with 23 years of courtroom experience. He has litigated complex eminent domain and general liability cases, contract disputes, inverse condemnation cases, and discrimination cases. He served as the Vice-Chair of the Missouri Bar Association’s Eminent Domain Committee.

Mr. Regan graduated from the University of Missouri-Columbia in 1988. He was admitted to the Missouri Bar in 1989, the Illinois Bar in 1990, and U.S. District Court, Eastern District of Missouri in 1992 and the Western District of Missouri in 2003. Mr. Regan has appeared before the Eastern and Southern Missouri appellate courts at both the State and Federal level.

Mr. Regan has been a regular speaker in continuing education programs and seminars on a variety of topics. He co-authored Chapters 4 and 8 of the Missouri Condemnation Practice, Fourth Edition, and has published articles in the area of eminent domain and inverse condemnation.

A lifelong Missouri resident, Mr. Regan now resides in St. Louis County. He is an avid hunter, benefactor member of the NRA, enjoys fishing, and spending time with his wife, Pam, and dog, Teddy.
